If you plan to visit Mexico and go fishing, whether salt or fresh water, you are required to purchase and carry a valid Mexican fishing license. The only exception would be shore fishing from land. Licenses can be purchased for a day (roughly $15 USD depending on exchange rates), a week (roughly $43 USD), a month or a year . Most charter services will assist you in purchasing your Mexican fishing license and some include it in the price of the charter. If you are fishing from a private boat, all persons aboard (even children) must have a fishing license even if they are not fishing. All persons fishing in Mexican waters must have a Mexican Tourist Visa.
Only "fin" fish are allowed to be fished in Mexican waters. Turtles, crustaceans, mollusks, mammals and totuava are not permitted to be fished. Only one reel pole per person in the water at one time is legal.
You can purchase your fishing license for Mexico online, via mail, or in person.
Conapesca (Mexico's National Aquaculture and Fishing Commission) has an office located in San Diego, CA to assist English-speaking fishermen. The website
www.sportfishingbcs.gob.mx has all the information you will need to purchase your fishing license as well as general information about fishing in Mexico. For Baja California, you can read more information and purchse your license at www.sportfishinginmexico.com run by the Baja California Secretary of Tourism.
For more information about bringing a boat to Mexico, see Taking your Boat to Mexico, official information from SECTUR.
